Probably not passing because of an error in your section tag.

<!DOCTYPE html>
<html>

  <head>

    <meta charset='UTF-8'>
    <title></title>

  </head>

  <body>
    <header></header>
    <section></section>
    <footer></footer>
  </body>

</html>

Yup surely the parser cannot parse the DOM due to the error of your missing angle bracket on your "section" opening tag.

thanks!
