Why doesn't it work when I add "/static/" to the CSS href?

I'm only able to see the CSS applied if I call it as

  link(rel="stylesheet", href="/css/bootstrap.css", type="text/css")

But if I add /static/ to the path I get a file not found error

The path must match where the file is actually located.

If the file is in the /css folder, then it will not be found in /static/css or /css/static/, unless you have separate copy of the file in one (or both) of those other locations.
