Why doesn't the cascading effect affect the body text color?

When we set the body text color to #999 why doesn't it change all the other text colors on the page to #999 since everything (header, nav, h1, section) is enclosed in the body tag. Isn't CSS cascading so shouldn't it override the previous color?

I believe it would depend where you specified the text color of the body. Remember if you style anything after your original statement it will override it.
