Why don't dialogues need to be created in runOnUiThread()?

In the onFailure() method we have to make a call to runOnUiThread() in order to toggle the visibility of ui elements because the callback method is running in a background thread, but this method isn't needed to create an alert dialog. Why can dialogues be handled in a background thread if they are apart of the ui?
