Why in first html tutorial teacher didnt explain that a tag can go inside and outside the list tag,that can confuse??

When i was build some page with one page scrolling effect i have some troubles becuse of link structure:)

I'm sorry, I'd love to try and answer your question, but could you be a little more specific? Do you mean that they didn't explain that you can nest other HTML tags inside an <li> element as well as outside?

yes but in this case specific..why didnt explained that links can go inside and outside of list items:)
