Why is Function console.log("Program complete"); not opening Javascript console on Chrome.

That doesn't open the console. It just logs "Program complete" in the console.

To open the console in Chrome press Ctrl + Shift + J (or if you are on a Mac: Cmd + Opt + J)

Figured it out. Watched the video over and the console must be open to follow through with function.
