Why is the course on Publishing an App so early on in the track?

It seems pointless to have this course so early in the track, especially when it stops 'proper' access to courses on other common aspects of Android development.

This is the first time I've ever done any Android programming. I have made 3 simple apps - I am not ready to sign up for a Google Developer account and fork over my 25 bucks yet! That's something I'll need to know when and if I decide to stick developing Android.
