Why is the JavaScript console in Chrome some times grayed out (I cannot open it)? How can I fix this?

JavaScript console in Chrome is some times grayed out (I cannot open it, even with keyboard shortcuts). How can I fix this?

Is this happening with your personal computer or work/school computer? There are admin policies that disable access to Chrome developer tools it seems (link). Or does the problem just happen intermittently on your computer?

Oh I've been using a public computer so that seems to be the problem. Thanks for explaining.
