Why is the .NET Framework Open Source?

It's my understanding that Microsoft's programs and code are kept closed as they're MS property. The quiz in the Intro to C# course said that .NET is open source. If this is correct, why is .NET an exception to MS's otherwise closed source environment?

Actually MS has changed in the last years it's approach in regards to open source and is becoming more and more an open source company.
