Why isn't there a when in programming yet?

I had a particular thought in my mind and kept asking, since there is already, if than else, why can't there be if when else in order to make anything in coding adaptive?

How would when differ from if? If this is true, vs when this is true....sound like the same from a logical standpoint. I'm sure I'm missing the bigger picture here.
