Why should you learn HTML/CSS to build a website

why should we spend a lot of time learning HTML CSS to design a web site and in the other hand there are softwares such as dream waver.who make life more easier and create great website?

I don't hold much stock in dreamweaver anymore. If using software works for you, and I do think it has its place than that is cool, but it doesn't match up actually understanding the technology and being able to control it to detail yourself.

Nothing can beat well crafted HTML and CSS. Dreamweaver makes a mess of code, it'll never be able to replace well informed web people.

This is like saying why learn Algebra or Calculus when scientific calculators can do the work for you. The answer is the same: to improve your soft skills (problem-solving, logical thinking, concentration, etc.)
