why video is saved just after stop recording ?

I found (at least on Note2 api19) that video is saved imminently just after it stops recording. and discard button not changing anything. When I take picture, it is saved just after button save.

Another thing that i found that

videoIntent.putExtra(MediaStore.EXTRA_VIDEO_QUALITY, 0); // 0 - for low res

not changing to low resolution, and on my phone it sets on maximum till i would change it with camera settings that i have in my cameraIntent.
