Why we didn't use fetch() or fetchAll() here?

I didn't understand why we didn't use any fetch command here (in get_project_list function) as we used in personal library project?

We didn't use a prepared statement as we are not passing any variables. So instead of prepare, execute, and fetch, we're running the query directly.
