Why won't my playground finish compiling when I create a dictionary of multiple dictionaries.

I wan to create a library of hard coded information for practice. I have no problem when I create my struct that contains a library of only one library. When I start adding multiple libraries within the same constant my playground never stops compiling.

Would some one be able to tell me what's wrong with my struct implementation?
