Databases Reporting with SQL Ordering, Limiting and Paging Results Limiting Results

Why would a WHERE clause be necessary if I could just return the asked-for information by just ordering with ORDER BY???

It won't let me answer, "SELECT * FROM books ORDER BY first_published DESC LIMIT 5;"

Please help. I'm quite confused
