widgets vs custom fields

How do I know when I should create a new widget area vs a custom field?

If I want to add a bar of content at the top of my site, do I create a new widget area, or create a new custom field?

Generally you use custom fields when working with post types. Custom fields allow you to attach additional meta data to posts, pages or custom post types. In your case, you would use a widget, assuming you want the content bar to be global and not show data specific to a post type.
