Will web development allow one to eventually work practically anywhere in the world?

So I'm wondering, say, if one were to become a Rails developer and as time progressed with experience and gaining more skill, would they eventually be able to move abroad to say countries in Europe where English isn't the native language (Spain, France, Germany e.g.)? I would like to eventually experience working abroad instead of just remaining in the states at some point I feel like.
