Wordpress 4.9 does not have custom template or template dragdown menu

i was trying to follow along with the video when i realised when i cannot choose the custom template when trying to create a new page. Alternatively, i tried to follow along with the video by modifying the home page. However, it seems i cannot edit the home page via the code the same why we edit the custom template.

I looked for this issue on the web. It seems that wordpress 4.9 has a bug that makes the custom template inaccessible.

I was wondering if anybody has any idea what to do with this. Thank you.
