Wordpress does have a Contact form. Not sure when this video was first uploaded, but I was able to include one for free.

It's probably included with the theme you are using, or through a plugin. There is no contact form in the WordPress core (to my knowledge).

Colin Marshall is correct that WordPress.org has no contact form by default, although it is possible to add them via a theme or plugin. WordPress.com on the other hand ships with ready to go contact forms.
