Worpdress Menu Missing and CSS doesn't look the same

After completing all coding in this section, the Wordpress menu bar doesn't show up and the CSS doesn't look the same. I'm at a loss. Any help would be greatly appreciated!

Start out with HTML, CSS, JS, and PHP foundations first. You most likely made a syntax error in your PHP.
