can I use xcode developer on a pc or do I need mac?

you need a mac. Xcode only runs on OSX and OSX can only run on apple hardware (without violating apples TOS.) you can try and find a way to run it on your PC or use a service like Mac In Cloud, but the best option (in my opinion) is to just get a mac.
