Change datetime to Pacific timezone fails

I've read the question thoroughly and have done all that's asked, I believe. Still it fails to accept I've localized it correctly. What have I missed?

import pytz

fmt = '%m-%d %H:%M %Z%z'
starter = datetime.datetime(2015, 10, 21, 4, 29)
pacific = pytz.timezone('US/Pacific')
local = starter.replace(tzinfo=pacific)
