I need help to find some code like this

HI,

So i want to dothis animation.

Basicaly, i want that animation. So its a rectangle, and when someone howers, it kinda goes like that.

ANy ideas how can i do it? Baiscally blur in and show some text . I believe some CSS will work as well, but i never did it.
