Link pointing to PEP 257, in Teacher's Notes, not valid

Hi Kenneth,

Looks like in the Teacher's Notes, the link pointing to PEP 257 is no longer working (http://legacy.python.org/dev/peps/pep-0257/), but instead it should probably be updated to a new one (https://www.python.org/dev/peps/pep-0257/).

After getting this fixed, please delete this "question", as it does not add value to the course.
