My computer is a dell and you didn't tell how to make smart guides.

not an apple, how do I go to preferences?

On Windows, the Preferences menu is at the bottom of the Edit menu in the top menu bar.

Turn on smartguides with the keyboard shortcut is Control + U.
Anytime the instructor refers to the Command Key, use the Control key on a Windows machine.

You can do a search for "windows illustrator shortcuts" in a search engine.
