Question about front-end developer roles

(This is in regards to the jQuery basics course as part of the front-end development track, particularly the videos in which you are making a password confirmation form.)

I'm a little confused about the way Andrew talks about front-end developers. I was under the impression that a front-end developer constructed the entire part of the website that a user sees and interacts with (hence the name front-end). I thought this meant HTML and CSS as well, but Andrew talks about how a designer might give you the HTML and CSS and then you only do the JS.

Does anyone have any input or past experiences in the field that can help explain these roles? Does it simply depend on the company for which you work?
