What track in the library would help me learn how to build web based database apps?

Python + Django is also popular, although the track does not currently include Django, it will in the future.
I would probably start with PHP first. Rails can have a pretty steep learning curve for a beginner, but YMMV

Welcome to Treehouse!
I know that Treehouse is working on a Python & Databases course right now. Not sure when exactly it will be in the library, but that will be another option as well. I am not sure what the production timeline is on Treehouse courses, but my understanding is that Kenneth Love is doing at least the initial filming of the course this week, and in the Python Library it shows a Jan 2015 release.
I would have to concur with Stone Preston and the learning curve for Rails. For myself I find PHP and the information covered in the PHP track to be much more intuitive, but again, perhaps that is just me.
The most important thing is that you are starting to work on it!
Happy coding and Happy Holidays!
