i do it like this: Just surf the web until you see a website you like, try recreate it in code, (without looking in source ofc) For me works very good, i can build any website now in 1 a 1,5 hour.

I don't have any solid answers so I'll put this in a comment instead. I was in your shoes a few months ago. If you have any artist or musician friends ask them if you can make them a website. Don't worry about trying to make a published website (unless you want to). Just tell them you need some content to practice with. If you have friends who own businesses you can do the same with them. If they like your work it could be a step towards getting paid work, if not from them then from people they talk to.

one great way i found is to go to freelance sites like freelancer or upwork and look at HTML/CSS projects folks are posting up. Although you won't have content, you'll get a lot of project ideas. If you tend more towards web design you can look at inspirational web design stuff on Pinterest, awwwards.com is also great, i love their SOTD(site of the day)

Research web templates and try to recreate. Alternatively, you can look at freelance boards and try to create some of the smaller tasks if they are identified accurately enough.
