Absolute Dimension?

When he says "It's actually an image with absolute dimensions and no fixed size." I don't really understand what that means. I know that an image with a fixed size will not scale to a different sized browser, it simply is the size that it is, but what is meant by "absolute dimension"?

What he means by "absolute dimension" I believe is that the gradient is positioned abolute in relation to the what its being applied to.
