Accidently I typed cd /..// and took me to another root that wasnt home, no tilde instead a / appear what happened

I want to understand what happened there and what does / mean instead of ~??

$ cd ~ OR $ cd $HOME OR $ cd ~/

they should all bring you "home" ... and you cannot type the / instead of ~... just both together ...
