Ruby Build a Simple Ruby on Rails Application Customizing Forms Installing simple_form

Adding html: { class: 'form-horizontal' } isn't working. Ruby 2.1.2 Rails 4.1.1. Bootstrap 3.1.1

Adding that to my code isn't changing the text input area to horizontal... I can't figure out why. Have been poring over the simple_form documentation and example bootstrap code for quite awhile now, no luck in a workaround.
