Am I supposed to see the changes I've made in the workspace on the page the preview populates?

I make the changes the video tells you to in the workspace, but the page that the preview button brings up has no changes, even after refreshing the page.

To publish your changes, you must first save them in the workspace editor, using the menu or Ctrl-S shortcut. After the changes have been saved, then when you refresh the browser you should see them in the preview.
