Hi Radulescu

You need to go to settings -> about -> software information -> more. Then click on Build Number about 7 times and there will be a message to say you are now a developer. Then developer options can now be seen in the settings menu.

See http://htc-one.wonderhowto.com/how-to/unlock-hidden-developer-options-your-htc-one-m8-0154418/ for full instructions.

You may need to load the driver for the phone on the PC as well - I just installed the HTC PC software and the driver is with this.

I use a HTC one M7 (Android Lollipop) with Android Studio and it works really well once enabled.
