Are Child Themes still required when using custom.css?

Do I still need to create a child theme if I'm using a theme with a custom.css file like WooThemes?

it depends if you are using a theme or framework that is meant for child themes, for example, Beaver Builder, which has a child theme, or a theme that has been designed for hacking such as roots or underscores which don't.
