Are href elements always in an anchor element like: <a href="#top">?

Are they always between an anchor element or can they be between other elements?

An href is an optional attribute of an anchor (<a>) element, and giving it one turns the anchor into a hyperlink. It is also a required attribute of a <link> element, which gives a page access to external resources such as CSS stylesheets.
