An href is an optional attribute of an anchor (<a>) element, and giving it one turns the anchor into a hyperlink. It is also a required attribute of a <link> element, which gives a page access to external resources such as CSS stylesheets.

For more details, see this MDN page on the Anchor element and this one on the External Resource Link element.
