Are we supposed to be working locally or on the online version?

I'm getting confused about the locally installed version of Wordpress and the online version. Until now we've been working on the local one, but now we're making changes online. Will these changes be reflected locally? presumably not until we download them via FTP. What's the most logical way to work?

Having to upload a file via FTP every time we make a change and want to see it live seems quite time consuming...
