Bootstrap & Foundations question...

Hi all! So newbie question.....What are Bootstrap and Foundations exactly? I'm learning how to use HTML, CSS (and a little JavaScript) from scratch. It seems like these programs sort of do it for you. Should I be learning them more so than basic HTML and CSS or are they kinda tied together? Any helpful tips would be great! Trying to figure out the basics but also not make it harder than it has to be!

Bootstrap & Foundation are in the world of web design, to give a more straightforward definition, a framework is defined as a package made up of a structure of files and folders of standardized code (HTML, CSS, JS documents etc.) which can be used to support the development of websites, as a basis to start building a site.

It's very helpful if you do not waste the time to write css or if you are no good with css.
