Browser window not adjusting to be smaller than 500px

Hi :) I'm working on CSS layout and targeting media features. The course requires the browser window to be at 400px - my browser window won't adjust to be smaller than 500px. Could this be something overriding something else in my CSS or is it something to do with the browser itself? (I'm using chrome at the moment). Thanks
