Bullet on the side of the picture. The bullet drops to the bottom of the picture when the website is fully maximized.

What is controlling this behavior and how do i change it?

Are you trying to remove the bullet? Or are you just concerned about the position of it? To remove them you would need to target the list in CSS and then declare list-style-type: none;
