Can I add paid membership to a website outside of Wordpress/Drupal?

Is it possible to add paid membership login to a website without using Wordpress or Drupal? If it is possible I would like to not use third party products but if need be I will, if so what product would you recommend?

You could use Paypal Instant Payment Notification (IPN) and some basic PHP.

There is a quite a lot of tutorials online on how to do this in PHP.
