Can someone explain to me whats wrong with my code?

I tried

$('.external').attr("<target='_blank'>");

and

var $target= $("<target=_blank'>"); $('.external').append($target);

what am I doing wrong?

Try this

$(".external").attr("target", "_blank");

You want to select all links with the class external and give the target attribute the value _blank.
