You can do that with certain programms with adobe illustrator for example but SVG are made for things like icons. Landscape pictures or persons won´t be shown as good as with an jpg. There a is an course in Design where this is explained more detailedly :)

And don´t forget most of the time pictures are propertys from persons or companys.
