Can't open the website in my server

I downloaded the code from the simple PHP application. However, when I try to open it in my server, it says

"Access forbidden!

You don't have permission to access the requested object. It is either read-protected or not readable by the server.

If you think this is a server error, please contact the webmaster."

I'm not sure why I cannot see the website
