Capturing Variables Difference?

Snippet #1

 func makeIncrementer(forIncrement amount:Int) -> () -> Int {

    var runningTotal = 0

    func incrementer() -> Int {
        runningTotal += amount
        return runningTotal
    }
    return incrementer
}

Snippet #2

var runningTotal = 0
var amount = 30

func incrementer() -> Int {
    runningTotal += amount
    return runningTotal
}

How is Capturing variables different from Snippet #2 ???
