I have made myself a practice WordPress site that isn't live and is living locally on my computer...I used DesktopServer to do this. Can I still make a child theme even though I don't have access (that I know of...maybe I do and I don't know it, this is all so new!) to an FTP server?

As long as you have access to the wordpress files, you are able to create a new folder which will hold your child theme.
