Chrome Dev Tools on PC does not show go button when testing on different devices

The code is the same as what is shown in the video and works great if I resize my browser window manually also like what is shown in the video. When I test how the page looks on the different platforms available in Chrome's Dev Tools however, the go button never shows up even if I refresh the page. I tested all of the small devices, no luck. Is this a bug with Chrome Dev Tools?
