Data Analysis Intermediate Excel Error Checking Prevent Errors Using Data Validation

"Circle Invalid Data" for Multiple Cells Not Working

When I select the highlighted cells, in Warning mode, and choose "Circle Invalid Data", why does it not work when I enter a whole number outside of the set parameters?

I type in a negative number, which is invalid, the Warning message comes up and I choose to keep the data. Then the value stays but is not circled. I have tried clearing and starting over but only works on individual cells where a value is already entered and only after I select that cell and click "circle invalid data". I get how this should work but it is not working for some reason. Am I missing something?

Is this suppose to be only an "after the fact" deal? I guess that would make sense.
