The fixed, scroll and local all do the same thing. The background never stays fixed. I even tried the "final" file that is provided. I have latest version of chrome running on Mavericks

Does your CSS look similar to this?

width:100%;
height:100%;
background:url('IMAGENAME.jpg') center center no-repeat fixed;
-webkit-background-size:cover;
-moz-background-size:cover;
background-size:cover;
}
If not, I would try it out and see what you get. Just replace IMAGENAME.jpg with your image path. Let me know if this works out for you!
