Concept used for breaking sections into partials

What concept Guil used to break sections out into partials? The video started with everything already done and he just explained the meaning of partials. Since this is a beginner course, instead of just copying what he did and trying to guess the reason, why he didn't create the partials along with us? Is that because they wanted to make the video shorter?

Besides he mention to check the course Modular CSS with Sass but if you go to that course it says to take CSS to Sass first. This is very confusing.
