Content for the webpage won't display, ROOT_PATH issue?

Can't display the content on the site on my local server. Nothing will show up, problem with the ROOT_PATH? I've tried to changed this code in config.php but still not working:

define("BASE_URL","/"); define("ROOT_PATH",$_SERVER["HTTP_HOST"] . "/");

Help please!

The question, has less details. But still, may be this can help.

It is an old version of similar, but maybe less severe issue of ROOT_URL and BASE_URL
